Update PDK templates to 3.0.0
This resolves current test failures.
Note that PDK no longer includes
.gitlab-ci.ymlor.travis.yml- and as we are not using them I don't think we want to retain them here either.PDK also no longer includes devcontainer config - however I use that (and recommend everyone should!), so, I'm keeping it here - we will have to maintain it ourselves, which is fine.
