Use Scrutinizer CI to track code coverage and quality

Prerequisites:

Code quality and tests #18 should be merged first since this PR is based on that branch (to avoid merge conflicts)
You'll need to set up the project on scrutinizer-ci.com

This will allow us to use class constant visibility and nullable types

Github Actions is significantly faster and provides nicer feedback about test failures.

Exclude unnecessary files from release archive exports
