+## Motivation
+
+Upgrade the EVM RPC canister to the latest version [v2.3.0](https://github.com/dfinity/evm-rpc-canister/releases/tag/v2.3.0),
+which includes the following main changes:
+* Fix the HTTPs outcall cycles cost calculation to avoid overcharging.
+
