Migrate ownership of devfile-robot

Issue Description

The @devfile-robot GitHub account which notifies if the devfile.io landing page deployment is failing is currently owned by @schultzp2020, who is no longer on the devfile services team.

We need to transfer capabilities of this account to a team owned one so that our team can monitor the status of devfile.io deployments.

This issue is stale because it has been open for 90 days with no activity. Remove stale label or comment or this will be closed in 60 days.

When a team account is created we will also need to add a PAT for the Slack Bot that is currently monitoring our Devfile Project and reporting on issues in Waiting status.

Need to investigate what we need to prevent the new robot account from leaving with an offboarding team member.

Spoke with @kim-tsao about this and found out that @team-devfile-bot had been created with one of our team's emails, we can use this account to replace @devfile-robot for devfile.io automation. In addition, I will create issues to onboard this bot account to a number of our previous and new automation tasks.
