Migrate ownership of devfile-robot #1269

When a team account is created we will also need to add a PAT for the Slack Bot that is currently monitoring our Devfile Project and reporting on issues in Waiting status. |
Need to investigate what we need to prevent the new robot account from leaving with an offboarding team member. |
Spoke with @kim-tsao about this and found out that @team-devfile-bot had been created with one of our team's emails, we can use this account to replace @devfile-robot for devfile.io automation. In addition, I will create issues to onboard this bot account to a number of our previous and new automation tasks. |

Issue Description
The @devfile-robot GitHub account which notifies if the devfile.io landing page deployment is failing is currently owned by @schultzp2020, who is no longer on the devfile services team.
We need to transfer capabilities of this account to a team owned one so that our team can monitor the status of devfile.io deployments.
