First release

Been effectively in production for months, time to make it official. Major engineering differences from 'old' pipeline which was a few bash scripts glued together.

This is a fully automated Snakemake pipeline which (compared to the old pipeline) adds huge numbers of annotations, runs peddy, and wraps results into a interactive report with SeeGEM
