Helper Overview Improvement

Reducing the helper overview "Staff/Overview/Helpers" to jobs which are assigned to the current Ophase increases readability of the overview.

Also add two admin-settable numbers per helper job. One that describes the minimum number helpers required for this job and the other one describing the optimal number helpers needed for this job. This simplifies the helper management.

Reducing the helper overview "Staff/Overview/Helpers" to jobs which are assigned to the current Ophase increases readability of the overview.

This bug comes from an unexpected behavior: The overview displays all jobs which are in a selected category for the current Ophase and all jobs which do not have any category. I guess the last behavior is due some legacy in the code base and can be removed.
