Note that doing a restart with the --hold flag can now require manually triggering once the hold is released. This is because releasing the suite resets the 'held' tasks to 'waiting', and that causes its prerequisites to be reset back to unsatisfied. The problem is that (as of recently-ish) suites can shut down with tasks in the 'ready' state. These are held on restart if --hold is used, to stop them running immediately - but they should be set back to 'ready' not 'waiting' when the hold is released.

Is this fixed by #1268 and/or #1271?

Stop suite --now while a task is in ready state. Restart with --hold and
then release. The ready task should continue instead of being set to
waiting.
