Deploy the updated fapolicyd configuration when the system is written to disk.

Config deployment (#908)

Integrate configuration backend with deployment machinery

The configuration backend now supports changesets and is wired into the
system deployment bindings. There are bindings for error checking conf
text similar to how it is done for rule text.

Closes #907
