Ensure arrow functions can close over lexically-scoped variables
ParseArrowFunctionLiteral was erroneously checking AllowsLazyCompilation rather than AllowsLazyParsing when deciding whether to parse lazily. This meant that lexically-scoped variables that had no other referents wouldn't get closed over properly.
