Description

Fix #418 by using only responsive layout technologies. (See also #420)

Technical details

Note: I overrode a style of vocabulary-theme. I'm going to open an issue on the repository.

Tests

1. Open http://127.0.0.1:8005/licenses/list.en
2. Enable device emulation and select a small mobile device, such as iPhone SE in browser developer tools,
3. Confirm that the layout displays correctly without collapsing, and the navigation menu adjusts appropriately for the smaller screen size
