Sleep is working in library ?

Yes and No. It depends if the protocol supports it and if the library supports it for that protocol.

When it is supported, it is up to the protocol/device on how it is implemented.
Some devices are simply "sleep mode is on or off", some are sleep for X many minutes. Some are start or stop sleep mode at a given time (expressed as Nr. of minutes past midnight typically). Others have no support at all.

[in]	sleep	Nr. of minutes for sleep mode. -1 is Off, >= 0 is on. Some devices it is the nr. of mins to run for. Others it may be the time to enter/exit sleep mode. i.e. Time in Nr. of mins since midnight.

How to send 'sleep' command in "COOLIX" using "IRac" class ?

Use: ac.next.sleep = 1; should do the trick.

and Hey in COOLIX turbo is not working.

It is/should be. The "UNKNOWN" signal you collected there might be the command to turn on Turbo mode. I'm not sure why it was matched as UNKNOWN, try capturing it again.

Coolix has discrete special commands for Clean, Light, Sleep, Swing, Turbo, & Power Off.
If any of those modes are used/set/changed, it will send special commands for each of those, and then another message to set all the rest of the settings/modes/etc.
e.g. Turbo is a toggle setting in the Coolix protocol. The IRac class will try to do the right thing for you. i.e. Your code starts with turbo set to false. The first time through loop() it sets turbo to true. ac.sendAc() will look at it and say "Ah, turbo was previous off, and it's now on, I need to send the special turbo toggle message, in addition to all the other settings. i.e. two IR messages will be sent. Next time through loop(), ac.sendAc() will say "Ah, turbo was previously on & has been requested to be on again, I don't need to make a change so no need to send the special turbo toggle message.

actually it is totally hardware problem because it work with second receiver and both receiver are same.

Right now what I am facing issue is In COOLIX for turbo mode it is first send turbo toggle and after it send all the other settings. So because of this if my AC is OFF and I directly send turbo frame with Turbo ON is useless, but instead you just change the order and alternate by first send all the other settings after it send turbo toggle than it is worked even If my AC is OFF.
