For the proposed Fedora 39 changes we decided the following change needed action:

  • Allow Removal of tzdata
    • Allow the removal of tzdata especially on containers in order to minimize size.
    • Tracking bug:

Since we have existing systems where people could be using tzdata we probably need to just add the tzdata package to our manifest so it won't drop out of the ostree.

to not be required by some other packages (like glibc). We
don't want the tzdata package to drop out of Fedora CoreOS
so let's name the package here in our manifest.
