This reverts commit 04fbeb9.
It was decided in PR #19577 that we would postpone the
SELECT FOR UPDATEfunctionality, so revert changes from PR #19650, which was premature. Also revert changes from PR #19690 involving thelockForUpdateflag (cc @richardwu, fyi).
