Unsurprisingly, this is very close to what runc does. We're implementing an OCI runtime, a specification modelled after runc. Might as well reuse a similar infrastructure and learn from their history.t Signed-off-by: Damien Lespiau <[email protected]>

This PR add basic support for the runtime CLI and a bunch of core commands. It also adds travis support to verify PRs can be build and pass go static checks.
I've vendored the latest released version of the core deps using govendor.
