Feature (ui): Introduced a new position type (`viewportStickyNorth`) in `BalloonPanelView.defaultPositions`. See #9892.

MINOR BREAKING CHANGE (widget): Removed the `centeredBalloonPositionForLongWidgets()` helper from widget utils. Use `BalloonPanelView.defaultPositions.viewportStickyNorth` instead. See #9892.
