(php) Added legacy packages as manual packages #564

This is the first part of the request in issue #510 .

NOTES

Update.ps1 scripts are added for convenience, when/if we ever need to update all of the legacy packages with new chocolatey requirements.
Version is set to 0.0 by purpose, After this is merged I plan to run the update_all.ps1 script
php_5.3.x and php_5.4.x are equal with the except of urls.
php_5.5.x are equal to the automatic php package.
