[a1-upgrade] migrate infra server config #3988

🔩 Description: What code changed, and why?

Customers migrating from Automate 1 with an embedded Chef Infra Server noticed that configuration options they had previously set did not get migrated.

This change migrates relevant Chef Infra Server configuration.

Previously we did not migrate Chef Infra Server settings during the A1
migration, we only migrated the data.

With this change we migrate relevant oc-erchef settings

This also doubles the default value of the erchef max_request_size after
a support issue shed light on this issue.
