Update mongodbatlas to v1.10.0

I realize this is confusing because I just noticed the README is wrong, but the latest version of the mongodbatlas provider already points to v1.10 (even though the README says 1.8). You can confirm it here in the code: https://github.com/cdktf/cdktf-provider-mongodbatlas/blob/main/src/access-list-api-key/index.ts#L66

For future reference: this file does not need to be updated for minor or patch releases of the providers; those updates happen automagically. Only major version updates need to be triggered by updating this file.
