This takes #175 and publishes it as interop goals. I've made a few small editorial changes, but the main addition is the "Offer equivalent support for languages other than C++" non-goal which I thought may be useful (in particular, it can be used to clarify why this directory is "interoperability" and not "interoperability_cpp").

Note that I've not really re-reviewed the content of the new document as it came directly from the proposal.

I found the summary a bit confusing in wording. I suggested an alternative wording, but this may have changed something you were trying to say or may not work for you. If it does, great, LGTM. But feel free to ask questions as needed to sort out that bit if my suggestion also isn't working.
