[Bug]: Brief description: Focus does not stay within Sidepanel

Description

When the SidePanel is opened the focus should remain in the SidePanel component till the time it is not closed. But currently that is not happening.

Reproduction Steps:

1. Click on "Open Side Panel" button
2. Select tab key multiple times

Actual:
Focus is traversed from "X" (Close Button) -> "Submit" button and the the control moves out of side Panel

Expected:
Focus should remain in the Side Panel until it is closed.
