Description

Applies patches from the following PRs:

• Bump dependencies to fix high severity CVEs omec-project/webconsole#83
• Adds subscribers to Am data collection when they are created. omec-project/webconsole#84
• fix: Recover configuration from DB on restart omec-project/webconsole#86

Those patches update dependencies to fix high severity CVEs, add subscribers to the DB when posted so they can be read back by NMS and allow webui to recover its configuration from the DB.

This was tested locally by building the ROCK and deploying Charmed 5G with that local ROCK, running successful simulations.
