Reverts #14208 as per our discussion via the weekly
b-bmeeting. This changed caused brave/brave-browser#24242. Because brave/brave-browser#22736 has been around since1.38.xas per brave/brave-browser#22736 (comment), we're just going to revert rather than rushing to get brave/brave-browser#24242 fixed and then uplifting into1.42.x.Once reverted, we'll move brave/brave-browser#22736 back to
1.43.x.
