Blank feed returning for some of the publishers in the Brave news feed

Description

Found while testing #35659. After adding few popular sites to Brave news, clicked to open them under publishers, got This feed is empty message.

Steps to reproduce

1. Install 1.72.93
2. launch Brave
3. enable news
4. add few popular publishing sources (eg. CNN, U.S. News & World Report, The New York Times)
5. return to Brave news feed
6. click CNN, U.S. News & World Report

This feed is empty message shown
