PEP 599: Update status to Final

Per pypa/manylinux#338 , manylinux2014 is now implemented in its entirety. Per PEP 1, since the reference implementation is now complete and incorporated into the main source code repository, this commit changes the status to "Final". Signed-off-by: Sumana Harihareswara <[email protected]>
