`*` doesn't match `/`: https://docs.github.com/en/actions/using-workflows/workflow-syntax-for-github-actions#filter-pattern-cheat-sheet With stacked PRs, the base branch could be `prashant/base`, which doesn't currently match, and hence wasn't running CI.
