Move hub image to Artifact Registry #2972

As part of #2958, I've moved most of the images we build to artifact registry. However, our custom hub image is used by data8x as well - and this works ok in gcr.io as our images are all actually public. I can't seem to do that with Artifact Registry, so let's unblock by keeping the hub image in gcr.io still.

We probably shouldn't just make them public.

Move hub image back to gcr.io

Can't seem to make the Artifact Registry be public,
so data8x deployment fails. Moving just the hub image back
to gcr for now.
