- Fix documents duplicating on replace file
- Filter file documents missing document fields
- Applies to apps, NOI's, notifications, PR's, and inquiries
- This is captured in a separate ticket: ALCS-2521 - Add delete method to document service interface - If existing doc and document service exists, no decision service, delete old document via document service
