More a topic for #21216, but that is merged already I don't think falling back to the defaultZone loot when there is no fishing loot because of conditions is the correct behavior. wowhead does show brilliant smallfish and mudsnappers in tanaris, but the amount is more like a statistical error (or people actually fishing in a part of tanaris that blizzard deemed off the coast but wowhead not) |
@Tereneckla Well the 2 PRs are more there to repair and refactor the existing functionality for fishing loot, and the issue was about getting empty loot, which is now not happening anymore :) But I agree, regarding tanaris the fishing loot is still a bit bugged, I'll prepare a PR for that |

REMEMBER: when testing a PR that changes something generic (i.e. a part of code that handles more than one specific thing), the tester should not only check that the PR does its job (e.g. fixing spell XXX) but especially check that the PR does not cause any regression (i.e. introducing new bugs).
For example: if a PR fixes spell X by changing a part of code that handles spells X, Y, and Z, we should not only test X, but we should test Y and Z as well.
