move cmakejs to devdeps

Issue #, if available:

• Move CmakeJS and tar to devDeps
• The release pipeline changed since v1.16.0 and made the source private. Anyone tries to fetch source code from S3 will fail

Description of changes:

• Revert Revert the build script to how it used to be #347 to bring back the old solution
• Original PR is Move tar outside of dependencies #338. From the old PR, I found two bugs and fixed them:
  • Fixed a bug from old solution that simply forgot to wait for the source to download. From https://github.com/awslabs/aws-crt-nodejs/pull/338/files#diff-530d1544e115977055192e04bee5efbb597f78eedb42d10a64d4fb18e5f1f6ccR48 -> https://github.com/awslabs/aws-crt-nodejs/pull/484/files#diff-530d1544e115977055192e04bee5efbb597f78eedb42d10a64d4fb18e5f1f6ccR48, which will cause those original issues reported against the old solution.
  • We install the deps from the build_dependence dir, and then, change back to the source dir to compile, which leads to an issue that some deps cannot be found properly by node.
• More proper error handling to catch download failure
• Add a test stage for our release pipeline to make sure the source code download and install works as expected before we release.
