This PR also updates the smithy-typescript commit to smithy-lang/smithy-typescript@57e6be9, which includes diffs for: smithy-lang/smithy-typescript#1140, smithy-lang/smithy-typescript#1123
TODO:
ClientBodyExtrasmithy-lang/smithy-typescript#1140, then update smithy-ts commitAWSSDKSigV4toAwsSdkSigV4#5667, and rebase PRTesting
