Diff here is mostly useless, see the complete file here. Summary of updates:

  • Replace all general Rules documentation with links to documentation pages
  • Remove internal documentation RE: building and releasing (moved to here [internal access only])
  • Re-write external documentation to be more complete, clear, and accurate
  • Add standard repo text from our OSS template
