So from what i see this is not released yet, probably will be soon with librdkafka:1.4.0.
I tested this on librdkafka:master and it seems to work just fine.
If you have a local setup with just one broker, be sure to use these envs in your docker-compose.yml:

KAFKA_TRANSACTION_STATE_LOG_MIN_ISR: 1
KAFKA_TRANSACTION_STATE_LOG_REPLICATION_FACTOR: 1

Sry guys about the delay for this, i am a bit stuck atm to find the cause of the crashes for a few PHP versions, i am sure i can resolve this soonish ✌️
