If a ReplicaSet has the same .spec.replicas as the rollout and the ReplicaSet's rollout.argoproj.io/desired-replicas annotation is not the same as the spec.replicas, the controller enters an infinite loop. The controller thinks the Rollout is processing a scaling event as the desired annotation is different than the spec.replicas, but the code prevents the controller from reconciling that difference.
