This PR is to fix the issue described here #8075
Upgrade Notes
Does this PR prevent a zero down-time upgrade? (Assume upgrade order: Controller, Broker, Server, Minion)
This is a minor fix, Upgrading google api's to new version which should fix the issue with GCS upload which has CMEK enabled.
