Adding a config file to override quickstart configs

Description

Now users can override quickstart with a config file, e.g:

bin/quick-start-batch.sh -configFile /tmp/quickstart.conf
bin/pinot-admin.sh QuickStart -type batch -configFile /tmp/quickstart.conf
