- avoid switching segments on replay (one reason for this is because replay happens _after_ topology catchup, so there's no guarantee it'll be empty. Instead, switch segments in corresponding tests. - disable accord for consistent bootstrap test to make its shutdown slightly quicker - add topology replay order assert
