SUMMARY
Addresses issue #1081 and #1082.
This fixes 2 issues, it freezes PyYAML to 6.0.1 to address the bug reported here which leaves pip unable to use a wheel for versions 5.4.1. It also enhances the tool to search for Pythons not in PATH to aid in the
actool decision on which Python to use to build a venv from,.acalways uses the latest python it discovers.
