deploy-exclude.txt is missing project.local.yml from listed excludes.

My system information:

• BLT version: 8.6.10

When I run this command:

blt deploy:build

I get the following output:

• A build folder that includes project.local.yml

And I expected this to happen:

• A build folder that does not include project.local.yml

This causes an issue with deployments where the local project settings do not work on Acquia Cloud. Overriding the default deploy-exclude.txt with a custom one in the project.yml to include project.local.yml results in a build that does not include the file and a successful deploy.
