How can I run Scans?

Create a project and run the appropriate Pipeline. (+ ref)
ScanCode.io offers several built-in pipeline depending on your input:
Docker image, Codebase drop, Package archive. (+ ref)

How can I trigger a Pipeline Scan from a CI/CD like, Jenkins, TeamCity or Azure Devops?

You can use the REST API to automate your project/pipeline managements, (ref: https://scancodeio.readthedocs.io/en/latest/scanpipe-api.html)
