clean up non-reachable code during portal check

@SteveGilvarry reported that if ZM is not reachable and auth is off, zmNinja says "login succeeded but API failed". The reason this happens is if I detect no auth, I don't bother checking if ZM is reachable from a portal login perspective (as I don't need to login) but I do check if the API is reachable and that is where it fails.

I need to add a non-reachability check
