Docs: Clarify the interactive mode for create-block

[mkaz]

Description

This updates the instructions on the Create a Block tutorial to remove the interactive prompt, since specifying a name on the command-line disables interactive mode. Added additional clarification about how to trigger interactive mode by not specifying.

Update package documentation to standardize npx usage: npx @wordpress/create-block this makes the package and command name match making it easier to explain and understand.

Fixes #23697

We should consider including an example that uses quick mode and overrides the namespace or title to make it clear that some customization is possible when executing the command.
