Describe the bug
In the API section of https://developer.wordpress.org/block-editor/developers/block-api/block-templates/ in the Handbook, the link to InnerBlocks in the paragraph after the first code sample results in a 404.

To reproduce
Steps to reproduce the behavior:

  1. Go to https://developer.wordpress.org/block-editor/developers/block-api/block-templates/
  2. Click on InnerBlocks
  3. See 404

Expected behavior
When clicking on that link, I should get a Handbook page that describes InnerBlocks (just guessing, but that page should probably have the content from https://github.com/WordPress/gutenberg/blob/master/packages/block-editor/src/components/inner-blocks/README.md).

Additional context
In addition to InnerBlocks I don't see any other components from wp.editor in the handbook.
I suspect that some/all of the READMEs for those components are not being included in the manifest in the process of sync'ing the GB docs to the handbook.
