Can Opener: Open different parent folders

Features

Adds commands to open folders relative to the active text editor, and context menu items to open folders relative to the clicked tab:

• Open the folder containing the file (if saved)
• Open the topmost folder under the file system root which contains the file
• Open the folder at the Git repo root which contains the file
