Upstream merge changed announcer system see Simple-Station/Einstein-Engines#415

To permanently fix this we should make a fallout announcer. Whether we just replace them all with static / pipboy / radio noises or if we get it to actually announce weather events and stuff is another thing.

At a minimum we:

  • Force our own announcer / blacklist the others.
  • Change the join text localisation from station.
