this lets us store the marshalled offline lifter in a directory outside dune's _build dir, for faster building of the offline files with dune
also allows the gen to continue, even if the marshalled lifter cannot be written. this lets you use a non-existent ASLP_OFFLINE_MARSHAL_DIR to effectively disable marshalling.
