Adapt to HEMTT v1

When merged this pull request will:

• Adapt HEMTT config for HEMTT v1 (v1.3.0+ specifically at the time of writing)
• Fix preprocessor errors found by HEMTT v1
  • Fix excessive quoting of DOUBLES and TRIPLES macros
• Remove old HEMTT config
• Use HEMTT v1 in CI and upload artifact of each build
• Set mod.cpp version during HEMTT build
• Add setup script that installs a specific version of HEMTT to the local project
