关于系统通知和app内通知管理的设置 #185

描述请求

想实现这样一个功能，希望把app内部的通知和操作系统通知中心的通知分开配置，以实现这样的需求

  1. 对特别关心或者私聊，在app层面通知，在操作系统通知中心通知或者不通知
  2. 对于群聊，收入群收纳，或者展示在app的消息中, 但是在操作系统通知中心里不通知

因为从操作系统上禁用消息中心中的通知只能对整个app禁用，而且windows端的这个功能其实是个赛博灯泡，禁用掉之后就找不到入口再次打开了……
