Currently the workflows in .githhub/workflows use perl-actions/install-with-cpm@v1 for installing from CPAN. However the stable action has some fixes. The action should be upgraded.

The installation of CPAN packages works with perl-actions/install-with-cpm@stable. PR is merged. Closing this issue.
