Consolidate Visual Studio projects

This replaces the "windepend" zip based projects, the vcpkg static project and the vcpkg dynamically linked projects with a single set of statically linked vcpkg based projects that build most of the codebase as a static library and then use that library in building a Cataclysm executable and a test executable for running the unit tests.
