Enable GitHub Actions #251

This patch is an attempt to enable GitHub Actions. It is a reduced implementation of the patch in #250 , and intentionally doesn't run tests.

If PR 250 is figured out by other means, please feel free to close this PR as moot.

This one also did not trigger any actions to run, and there is no button for me to manually run them.
Even after approving the PR, no actions are run.
I'll try an identical PR from myself to see if that works.
